A terminal device according to one embodiment for communicating with a base station device is equipped with a data processing unit for obtaining control-skip information reported by the base station device, and a wireless-resource control unit for obtaining an establishment request for a wireless-resource-control connection and an establishment reason for the wireless-resource-control connection from a higher layer of a wireless-resource-control layer in the terminal device. The control-skip information is information indicating access control for a specific call is to be skipped. The data processing unit outputs the control-skip information to the wireless-resource control unit. The wireless-resource control unit: determines not to control access, regardless of the timing state of a timer for determining whether control of access from a call is underway or not, when the establishment of the wireless-resource-control connection is for the specific call, and the control-skip information is being reported; and checks access control for a call on the basis of the establishment reason for a normal call, even in the case of the specific call, when the establishment of the wireless-resource-control connection is for the specific call and the control-skip information is not being reported. |
