The present invention provides an apparatus for hydraulic testing, comprising: a first packer and a second packer attached to an inner wall of a borehole, and having a hollow part sealed therebetween; a chamber having an accommodating space inside, passing through the first packer and connected to the second packer, and having an inlet hole connected to the hollow part in order to allow groundwater in the hollow part to flow into the accommodating space; and a first observation pipe and a second observation pipe combined to be connected with the chamber in order to observe a change in the level of groundwater flowing inside. The inner diameter of the first observation pipe is formed to be larger than the inner diameter of the second observation pipe so that a change in the level of water can be observed according to hydrogeological characteristics, and the groundwater can be selectively introduced into the first observation pipe or the second observation pipe.
