PROBLEM TO BE SOLVED: To provide a surface modifier capable of obtaining a coating film having high water repellency-oil repellency and high water slip performance, and excellent UV resistance, heat resistance and chemical resistance and to provide an article treated with the surface modifier.SOLUTION: There is provided a surface modifier which contains at least one or two or more selected from an organic silicon-containing fluorine polymer compound represented by the following formula (1), a partial hydrolysate thereof and a partial hydrolysis condensate thereof.
