<p><P>PROBLEM TO BE SOLVED: To provide a film mirror and a solar thermal power generation device manufactured at high productivity, and to provide the film mirror and the solar thermal power generation device having a high regular reflectance in an initial time, even when being subjected to irradiation of ultraviolet light for a long period in the open air, neither lowering the regular reflectance nor deteriorating adhesion between a silver reflection layer and an adjacent layer. <P>SOLUTION: The film mirror is formed by applying coating liquid including an organic silver complex compound onto a resin base material and calcining it, and having at least a single layer of a silver reflection layer.
