<p><P>PROBLEM TO BE SOLVED: To efficiently and easily lift and carry out a cutting device having a pipe portion to be cut and removed even under a construction work condition with height restriction disenabled in the securement of a lifting space at least equal to or longer than a full length of a transfer support shaft above a lid. <P>SOLUTION: A cutting work region including the cutting device A attached to a portion of an existing pipe slated to be cut and removed is sealed by a housing H provided with a working on/off-valve V capable of separating an internal space into a lower work space S1 and an upper work space S2, and the detachable lid 6 sealing an upper opening allowing the take-out of the cutting device A having the pipe to be cut and removed. While the transfer support shaft 7 detachably connected to the cutting device A is put through and supported by the lid 6, the cutting device A cuts and removes the portion of the existing pipe to be cut and removed.
