A pre-mixed combustion burner for a fuel cell according to the present invention comprises: a mixing unit for generating a mixed gas by pre-mixing an anode exhaust gas discharged from an anode of a fuel cell with a cathode exhaust gas discharged from a cathode of the fuel cell; and combusting unit for combusting the mixed gas provided from the mixing unit. The pre-mixed combustion burner for a fuel cell according to the present invention pre-mixes an anode exhaust gas and a cathode exhaust gas through the mixing unit before combustion, so that performance and efficiency in preheating a gas to be supplied to the fuel cell can be improved.
