PROBLEM TO BE SOLVED: To provide a low swellable composition consisting of a hydrophilic polymer composition containing an amine-based polymer, which is stable in a wet state by filling to a column.SOLUTION: There is provided a low swellable composition having swelling property after a crosslinking treatment in a range of 80 to 200 wt.%, by crosslinking a polymer in a composition containing 10 to 40 mass% of (A) an amine-based polymer having an amino group or a quaternary ammonium group in a repeating unit and 60 to 90 mass% of (B) a hydrophilic polymer composition having no amino group nor quaternary ammonium group in a repeating unit by a crosslinking agent.
