Provided are a channel measurement configuration method, a channel measurement method, a device and a communication system. The method comprises: a base station configures a measurement target and report configuration for a terminal, wherein the measurement target indicates a frequency needing to be measured, and the report configuration indicates a measurement report condition; the measurement report condition is that the measurement result of adjacent cells is better than the sum of the measurement result of a cell (SPCell) of a PUCCH corresponding to a transmission auxiliary base station and a preset level value, or is that the measurement result of adjacent cells is better than a first threshold value, and at the same time, the measurement result of the SPCell is worse than a second threshold value; and the adjacent cells are cells on the frequency indicated by the measurement target. By means of the method, device and communication system of the embodiments of the present invention, the channel condition of a cell of a transmission auxiliary base station PUCCH in a small cell system is effectively guaranteed.
