According to an embodiment of the present invention, an apparatus for monitoring failure of a fuel cell stack comprises: a first converter converting a direct current of voltage generated by regenerative braking in a high voltage unit to a direct current of specific voltage; a second converter converting the converted direct current to an alternating current; and a decoupling capacitor injecting the alternating current to the fuel cell stack operated by the direct current. Accordingly, difficulties in circuit design from a battery for vehicles to a boosting DC-DC converter can be solved not by using the boosting DC-DC converter which raises voltage of the battery for vehicles, but by using a forced DC-DC converter which forces voltage generated by regenerative braking in the high voltage unit.
