The present invention is characterized by completely opening the waterway from the sea bottom to the water-storable level by gathering the floodgates on the upper part of the pier by supporting the highest floodgate using the lowest floodgate until the highest floodgate is locked by the opening protrusions and overlapping the highest floodgate on the other floodgate for the last or completely closing the waterway by adhering to the lowest floodgate to a hydraulic turbine base for the last, adjusting a power generation amount or a water passing amount by partly opening at the open height of the lowest floodgate, limiting the exposure height when the floodgates are completely opened at the water-storable level or a level around a towing port, and protecting the floodgates from strong wind waves by gathering the floodgates together.</p>
