PROBLEM TO BE SOLVED: To provide an encoder capable of obtaining high compression efficiency without reference to which region a value of data belongs. ! SOLUTION: An encoder 1 includes: a belonging region determination part 4 which detects the belonging region of constituent sum data of format-conversion data 11 converted by a data format-conversion part 2; a data division system determination part 5 which determines an object forming division data of the format-conversion data 11 present in the belonging region detected by the belonging region determination part 4, and a mode of division; and a data division/integration part 3 which divides the format-conversion data present as a range where the format-conversion data to be divided is present in the belonging region so as to generate the division data. !
