According to an embodiment of the present invention, a wheel guard manufacturing method includes the steps of: injecting an adhesive layer; bonding a skin layer made of a non-woven fabric and a noise absorbing layer made of a thermoplastic resin together with the adhesive layer therebetween; and molding the skin layer and the noise absorbing layer bonded by the adhesive layer into a predetermined wheel guard shape. The thickness of the skin layer before the bonding is 2 to 10 mm. The thickness of the adhesive layer is 0.1 to 2 mm. The thickness of the noise absorbing layer is 2 to 10 mm. An additional heat treatment layer can be formed on a non-adhesive surface of the skin layer. The heat treatment layer can include LM fibers, films, or sheets.
