The present invention relates to a stem cell and, more specifically, a composition for promoting differentiation of cartilage cells from mesenchymal stem cells, a composition for preventing or treating diseases related to damaged cartilage and a screening method thereof where miRNA which inhibits differentiation of cartilage cells from stem cells is newly referred as miR-495, and thus the inhibition of miR-495 is allowed to efficiently turn stem cells with pluripotency into cartilage cells. In the present invention, the inhibition of miR-495 is allowed to regenerate damaged cartilage tissues and can be accordingly used for fundamentally preventing and treating diseases related to damaged cartilage like degenerative arthritis.
