The present invention relates to a power control apparatus for powering on or off an USB device which has a separate power source from a host, and to an operation method thereof. To this end, the power control apparatus of the present invention comprises: a receiving unit for receiving a power on/off signal for powering on or off an universal serial bus (USB) device, wherein the on/off signal is transmitted by being encoded from a host in relation to an USB device connected to the host; and a processing unit for decoding a power on/off signal and for generating a power control signal based on the decoding result in relation to the power control unit, and for transmitting to the power unit wherein a power on/off signal is transmitted by being included in a setup packet of a setup stage among setup stage, data stage, and status stage which are used in data transmission and reception between a host and a USB device.
