PROBLEM TO BE SOLVED: To provide a method of making a personal care composition imparting stability and the like excellent in conditioning effect, appearance and flowability to the hair and/or the skin.SOLUTION: A method comprises steps of: (1) making a high-temperature oil phase comprising a surfactant and a high-melting point fat compound; (2) making a low-temperature aqueous phase comprising an aqueous carrier; and (3) mixing the oil phase and the aqueous phase to form an emulsion. The mixing step (3) comprises the following specific steps; (3-1) supplying either the oil phase or the aqueous phase into a high shear field having an energy density of about 1.0×10J/m3 or more; (3-2) directly supplying another phase to the field; and (3-3) forming an emulsion. Further, desirably, the surfactant is a cationic surfactant and the oil phase contains an aqueous carrier in 0 to about 50 wt.% of the oil phase. |
