The present invention relates to a polyester resin composition having high laser-beam transmissivity and flame-retarding properties as well as excellent mechanical properties, and to a polyester resin manufactured therefrom. Accordingly, the polyester resin composition can maintain excellent mechanical properties which a polyester resin has by uniformly mixing a non-crystalline modified polyester resin with a crystalline polyester resin, can improve transmitting properties of laser beam by suppressing refraction and scattering of the laser beam caused by crystallizability within a molecule, and can ameliorate flame retardancy by including a flame retardant and a flame retardant supplement. Therefore, the polyester resin manufactured from the polyester resin composition may have high laser-beam transmissivity and flame retarding properties as well as excellent mechanical properties of shock strength and tensile strength, thereby being conveniently applied in industries requiring the same.
