The present invention relates to an active anti-rolling device. A gyroscope system turbine is installed inside an anti-rolling tank installed in a ship to enable change of a fluid velocity via a rotation of a turbine, and prevents a reduction in a moment caused by a change in quantity of the fluid. Therefore, rolling of a floating ocean structure and a ship which operates or navigates on the sea can effectively be attenuated.
