PROBLEM TO BE SOLVED: To provide: a method of desulfurizing fuel gas, capable of skipping conventional pretreatment and re-reduction treatment and sulfurizing the fuel gas at a lower cost; a method for manufacturing a desulfurization catalyst for fuel gas; and a desulfurization system. ! SOLUTION: The method for desulfurizing fuel gas, capable of circulating the fuel gas to a desulfurizer having a hydrodesulfurization catalyst precursor including phosphorus and nickel on the upstream side and hydrogen sulfide adsorbent including ZnO in the downstream side comprises the step of forming a hydrodesulfurization catalyst by circulating the fuel gas including a sulfur content with hydrogen to the desulfurizer to desulfurize the hydrodesulfurization catalyst precursor. !
