PROBLEM TO BE SOLVED: To provide an airflow generator and the like capable of effectively suppressing generation of separation flows and facilitating realizing efficiency improvement.SOLUTION: An airflow generator in an embodiment includes: a first electrode 621; a second electrode 622 provided away from the first electrode 621; and a voltage application unit generating an airflow by applying a pulse-modulated voltage between the first electrode 621 and the second electrode 622. The voltage application unit applies the voltage at a second duty ratio lower than a first duty ratio after starting applying the voltage at the first duty ratio.
