<p><P>PROBLEM TO BE SOLVED: To determine whether a processing plan describing a processing order in a predetermined target facility of each sheet-like product stacked in a yard is an executable processing plan which does not violate restrictions related to handling operation for picking up the sheet-like product from the yard. <P>SOLUTION: In the apparatus for determining yard operation restrictions, an order file 31, a yard state file 33, a processing order file 35 and an operation restriction master 37 are successively read and input from a database 3. It is successively determined, for each processing order, whether handling operation for picking up a sheet-like product of a corresponding processing order violates restrictions or not by use of operation restriction conditions according to the attributes of sheet-like products being treated in the target facility when picking up the sheet-like product of the corresponding processing order while virtually reproducing a transitive yard state resulting from successive picking-out of the sheet-like products from the yard according to the processing orders.
