PROBLEM TO BE SOLVED: To provide a verification program, a verification server, and a card issue verification system capable of executing all verification.SOLUTION: A verification program 21 for executing verification on the basis of the specifications of services which are different for each service provision content is configured to allow a verification server 1 to function as: parameter data storage means for storing parameter data as data which are common to the services created on the basis of the specifications; medium data acceptance means for accepting medium data stored in a test card 8 after the processing of the issue of issue data created on the basis of individual data individually set on the basis of the specifications and the services read via a reader 30 as input data; verification means for comparing the parameter data stored by the parameter data storage means with the medium data accepted by the medium data acceptance means to execute verification; and verification result output means for outputting a verification result by the verification means.
