PROBLEM TO BE SOLVED: To provide a video encoding and video decoding technique for highly efficiently achieving parallel processing of motion compensation prediction for collectively performing the motion compensation prediction on a plurality of adjacent prediction blocks.SOLUTION: When information indicating whether a merge motion information candidate to be used in common for all prediction blocks in a decoding block is to be derived is information indicating that the merge motion information candidate to be used in common for all prediction blocks in the decoding block is to be derived, a merge motion information candidate list generating unit 230 derives a plurality of merge motion information candidates to be used in common for all prediction blocks in the decoding block. A merge motion information selecting unit 231 selects one merge motion information candidate from the plurality of merge motion information candidates on the basis of a candidate specifying index, and uses the selected one merge motion information candidate for a prediction block to be decoded. |
