Embodiments of the present invention provide a method, an apparatus and a system for virtualizing a policy and charging rule function. A device for virtualizing a policy and charging rule function (PCRF) in the present invention comprises at least two virtual machines. Each of the virtual machines correspondingly implements at least one function of the PCRF device. The virtual machines are connected by means an Internet protocol (IP) route. The embodiments of the present invention solve the problem in the prior art that when a function of a PCRF VM is expanded, the VM cannot be flexibly configured, the cost is high and the performance price ratio is low.
