PROBLEM TO BE SOLVED: To exclude a flaw or a foreign matter shown in an image from objects of cell counting, and accurately count the number of cells.SOLUTION: There is provided a cell counter which counts cells in culture solution encapsulated in a culture vessel, which comprises: cell candidate extracting means 252 for extracting portions in a captured image, where cells may be shown, as cell candidates; size information calculating means 253 for calculating information regarding a size of the extracted cell candidates as size information; counting object excluding means 254 for, when the calculated size information is determined to be larger than the size of a cell, excluding the cell candidate from counting objects of cells; and cell counting means 255 for specifying cell candidates which were not excluded as cells and counting the number of the cells.
