The present invention relates to a system and a method for traffic accident information collection using a black box and a smartphone and, more specifically, to a system and a method for traffic accident information collection and sharing using accident determination of a black box, GPS information of a black box and a smartphone, and communication between a smartphone and a server. The system for traffic accident information collection using a black box and a smartphone according to the present invention comprises: information-providing vehicles, in which terminals are installed; an administrative server which collects accident information by receiving impact data (or accident data) and GPS information from the terminals of the information-providing vehicles through a base station and which transmits the accident information to information-sharing vehicles that are objects of information sharing; and information-sharing vehicles which have terminals that receive the accident information from the administrative server through the base station.
