The present invention provides a device and a method for determining a resource change by using pattern information, wherein basic data is generated by using resource information of each server of a data center, and pattern information is generated to be used in increasing or decreasing a resource provided from the data center by using the generated basic data. The device according to an embodiment of the present invention comprises: a resource information receiving unit for receiving resource information which is information about a resource usage amount of a plurality of servers existing in a data center for providing a resource to a user; a basic data calculating unit for calculating basic data for pre-determined items in a predetermined time unit by using the resource information; a pattern information generating unit for generating pattern information by using the basic data; and a resource change determining unit for determining whether to increase, maintain, or decrease the resource by using the generated pattern information.
