Disclosed are a device and a method to manufacture fine powder capable of providing fine powder formed among one of a metal, metal alloys, and metal and ceramic composites. A molten material supply part melts materials and supplies the molten materials. A rotational part rotates a rotor to form a thin film formed of the molten materials on the rotor positioned under the molten material supply part. A mixed gas supply part manufactures material powder by supplying a mixed gas wherein gas and metal powder are mixed to the thin film formed on the outer surface of the end of the rotor. Additionally, a mixed gas generation part generates the mixed gas supplied to the thin film, a gas generation part supplies the gas to the mixed gas generation part, and the metal powder supply part supplies the powder to the mixed gas generation part. A vertical moving member is connected to the rotor, and can move upwards and downwards.
