PROBLEM TO BE SOLVED: To prevent a corresponding roadside antenna from erroneously detecting a vehicle equipped with an on-vehicle device and located in a lane other than a travel lane including a communication range of the roadside antenna, in a case of detecting a vehicle traveling in the travel lane including the communication range of the corresponding roadside antenna.SOLUTION: A vehicle detector includes: a position calculation unit for calculating estimated transmission positions on a target travel lane while assuming that a radio wave detected by a direction detection unit is transmitted from a vehicle on the target travel lane, on the basis of a direction of the radio wave detected by the direction detection unit that detects an arrival direction of the radio wave transmitted from an on-vehicle device; a moving direction detection unit for detecting a moving direction of the estimated transmission positions on the basis of the plurality of estimated transmission positions calculated by the position calculation unit; and a travel lane determination unit for determining whether a vehicle from which the radio wave is transmitted is a vehicle traveling in the target travel lane.
