A shuttle-operation determination unit determines that a vehicle is performing a shuttle operation when the direction corresponding to the position of a forward-rear-movement operation member and the direction of travel of the vehicle are different. A target-input-shaft-torque determination unit determines the target-input-shaft torque. A target-output-shaft-torque determination unit determines the target-output-shaft torque in a manner such that when a shuttle operation starts, a decelerating force for decelerating the vehicle is produced by the output shaft of a power transmission device so as to maintain the state prior to starting the shuttle operation of connection or disconnection between the forward-movement clutch and the reverse-movement clutch. Torque-balance information is stored in a storage unit, and defines the relationship between the target-input-shaft torque and the target-output-shaft torque so as to satisfy the torque balance in the power transmission device. A command-torque determination unit determines the command torque imparted to the motor from the target-input-shaft torque and the target-output-shaft torque by using the torque-balance information.
