<p><P>PROBLEM TO BE SOLVED: To provide a hair cosmetic, which maintains satisfactory finger passing even under drying and gives a gloss, moisture, tension and stiffness to hair. <P>SOLUTION: The hair cosmetic contains (A) and (B). (A) is a 0.1 to 20 wt.% arginine derivative expressed by formula (1) (wherein, R<SP POS="POST">1</SP>or R<SP POS="POST">2</SP>denotes hydrogen or a hydroxy propyl group and at least one of R<SP POS="POST">1</SP>and R<SP POS="POST">2</SP>denotes a hydroxy propyl group, and R<SP POS="POST">3</SP>denotes hydrogen or the like).
