<P>PROBLEM TO BE SOLVED: To provide a light-emitting device having a sealing resin and a fluorescent material included in the sealing resin in which the color unevenness of light can be suppressed, and to provide a method of manufacturing the light-emitting device. <P>SOLUTION: The light-emitting device has, on a base 1, light-emitting elements 2, a light-reflective frame 6 disposed around the light-emitting elements 2, and a sealing resin 7 containing a fluorescent material 9 and filled inside the frame 6. The light-emitting device has a first fluorescent material region 10a provided on the base 1, where the fluorescent material 9 is deposited. The first fluorescent material region 10a is disposed at least between the light-emitting elements 2 and the frame 6. The frame 6 is provided on the base 1 and having at least a convexly curved part above the first fluorescent material region 10a and a concavely curved part which is continuous with the convexly curved part. Further, the frame 6 has a second fluorescent material region 10b where the fluorescent material 9 adheres to the convexly curved part.
