This burner (30) has: a flame stabilizer (31) formed in a tubular shape; a fuel supply unit (40) that supplies fuel within the flame stabilizer (31); an air supply passage (34, 35) that includes a heater unit (34) for heating air and that supplies air heated by the heater unit (34) into the flame stabilizer (31); and an ignition unit (41) that ignites the air-fuel mixture of combustion air and fuel within the flame stabilizer (31).
