The element has a carrier substrate e.g. plastic foil, metal foil or paper or composite with paper, and a paint layer comprising an optically active structure, and another paint layer i.e. thermoplastic paint layer. A reflective layer has optical features, and the element comprises an adhesive coating. A bonding agent is applied between the two paint layers. The two paint layers are radiation-hardened paint layers. The latter paint layer comprises an optically active structure, which is different from the optically active structure of the former paint layer.
