A resource configuration method, a network device, and a base station. The method comprises: a network device generating a resource configuration command, the resource configuration command comprising at least one PLMN group and a resource proportion of a configuration resource of the at least one PLMN group to the total of wireless network resources, the at least one PLMN group comprising a first PLMN group and the first PLMN group comprising at least two PLMNs; and the network device delivering the resource configuration command to a base station, so that the base station allocates a resource for each PLMN according to the resource proportion of at least one PLMN group. According to the embodiment of the present invention, resource allocation can be performed by using the PLMN group as a granularity, so that at least two PLMNs in each PLMN group can share a resource in the PLMN group, and therefore, the flexibility of the resource allocation is improved and the resource utilization rate is improved. |
