<p><P>PROBLEM TO BE SOLVED: To enable exchange of data between an IC card processor inside a movable body and a server device outside the movable body with the security being maintained without through a memory medium. <P>SOLUTION: A vehicle-exterior server device outside a movable body has radio communication means for performing radio communication with IC card processors inside one or more movable bodies through a radio antenna.
