PROBLEM TO BE SOLVED: To appropriately photograph a front side of an axle load violation vehicle and accurately identify an image of the axle load violation vehicle.SOLUTION: Sensing means 11 starts output of a large vehicle sensing signal when a front part of a large vehicle 100 reaches a first position, and ends the output of the large vehicle sensing signal after a rear part of the large vehicle 100 passes the first position. A camera 12 photographs the large vehicle 100 in response to the output start of the large vehicle sensing signal. Axle load violation detection means detects an axle load of the large vehicle 100 at a second position on a downstream side away from the first position by a distance L, and outputs an axle load violation detection signal when the axle load exceeds a predetermined axle load. Identification means identifies a newest image as an image of the axle load violation vehicle when the axle load violation detection signal is output while the large vehicle sensing signal is being output. The distance L is provided so that the axle load violation detection signal is output while the large vehicle sensing signal is being output for the large vehicle 100 causing the axle load violation detection signal.
