PROBLEM TO BE SOLVED: To provide a device that allocates an appropriate element carrier to communication between a mobile station device and a base station device.SOLUTION: A mobile station device A1 transmits a radio resource control message including mobile station device capability information to a base station device. The mobile station capability information includes: information indicating a mobile station category associated with the maximum value of the number of bits received or transmitted per predetermined time; information indicating at least one frequency band of a plurality of frequency bands supported by the mobile station device; information indicating MIMO capability including at least two antennas related to the frequency bands; information indicating frequency bandwidth into which at least one element carrier related to the frequency bands is concentrated; and information indicating the number of the one or more element carriers included in the concentrated element carrier related to the frequency bandwidth.
