PROBLEM TO BE SOLVED: To reduce a measurement load in a user terminal and an amount of report information, in a radio communication system that uses a plurality of component carriers (CC) in each small cell disposed in a macro cell.SOLUTION: A macro base station transmits, to the user terminal, measurement instruction information including a measurement instruction of the measurement signal reception power of a specific CC in each small cell, and receives from the user terminal a measurement report including the measurement signal reception power of the specific CC. The macro base station also calculates the reception quality of the measurement signals of the plurality of CC on the basis of the measurement signal reception power of the specific CC. |
