PROBLEM TO BE SOLVED: To provide a method for improving communication quality by the reduction of inter-cell interference with reduced handover times, if a multiplicity of terminals are distributed in the vicinity of a cell boundary or a terminal which does not support CoMP and/or Dual Connectivity exists, in a radio communication system constituted by a multiplicity of small cells.SOLUTION: A base station includes a plurality of radio units for communicating with terminals and a control device connected to the plurality of radio units. When there are a large number of terminals located at a boundary between the communication areas of a first radio unit and a second radio unit, each being a part of the plurality of radio units, the control unit makes a first cell ID of the first radio unit equal to a second cell ID of the second radio unit.
