The present invention addresses the problem of providing the following: an information display device that is installed on a road, particularly an expressway, accurately displays various traffic information, can notify drivers promptly of up-to-date information, and functions as a visual guidance device with outstanding visibility which uses illumination devices and light reflected from the road surface; and an information display method. This information display device notifies a driver of a traveling vehicle of various information impacting travel and is characterized by being constituted by a plurality of information notification units comprising light-emitting panels and by notifying the driver of the information by causing the information notification units to each independently turn on, turn off, or emit light in different colors.
