[Problem] To add new work to a work plan while minimizing the amount of change in the switching cost before and after the alteration. [Solution] One embodiment of this device for scheduling a work plan is provided with: a read unit that reads a work plan, switching cost information, and added work information; a graph network creation unit that creates a graph network by causing segments between work allocated to work entities to be segment vertices, using sides to connect an input vertex, the segment vertices, and an output vertex, and setting weighting variables to the sides; a path selection unit that selects a path on the basis of the side weighting sum of each path from the input vertex to the output vertex of the graph network; and a work plan creation unit that exchanges the work among the work entities in accordance with the selected path, and allocates the added work to the segments created by the exchanging. |
