PROBLEM TO BE SOLVED: To provide an on-vehicle battery charging system and on-vehicle battery charging method capable of improving safety in charging an on-vehicle battery using a rapidly chargeable external charging device.SOLUTION: An on-vehicle battery charging system for charging a drive battery 11 by using a rapidly chargeable external charging device 30 includes: a rain sensor 20 for acquiring rainfall information being the information indicating the presence/absence of rainfall; and an electronic control unit (ECU) 15 for controlling a charging mode from the external charging device 30 to the drive battery 11. When information indicating the presence of rainfall is acquired by the rain sensor 20, the ECU 15 prohibits the performance of at least rapid charging or suppresses a charging current amount.
