PROBLEM TO BE SOLVED: To make it possible to perform secure power suppression while relaxing dissatisfaction of a resident.SOLUTION: A state prediction unit 103, first, calculates a control value for a power load used in an area, where the control value corresponds to prediction excess power by which prediction power consumption exceeds an area target value; and acquires a prediction state obtained by predicting a state of the area assuming that the power load is controlled by using the calculated control value. The prediction is performed before a power suppression time zone. A presentation unit 104 presents a plurality of power saving measures composed of combinations of prediction excess power, a prediction state of the area calculated by the state prediction unit 103, and a state of an area corresponding to the control value for the power load in the area.
