In a punching apparatus for working on continuously moving webs, e.g. of plastics, in bagmaking machines, a tool carrier 16, 161, 23 is provided which is movable, parallel to itself and to the web 29, on revolvable elements 40, 401, 41 and 411 and carries punching tools 33, 331 and 35 for producing rows of ventilation holes 45, 46 and a thumb notch 47 in a workpiece section. The punching tools, which may be heated, are adjustably and replaceably mounted on the tool carrier. The tool carrier consists of two frame rods 16, 161 which are each mounted for travel in a non-circular path on the elements 40, 401, 41 and 411, and of rods 23 which carry the tools 33, 331 and 35 and are adjustably secured to and connect the frame rods. The frame rods are pivoted to the elements 40, 401, 41 and 411 by means of brackets 14, 141, 15 and 151, each frame rod having a bracket 14 or 141 rigidly secured thereto and a bracket 15, or 151 rotatably mounted thereon. The tools 33, 331 have co-operating therewith backing tools 34, 341 connected by clamps 38 to rods 27. The tools 33, 331 may be replaced by needles. The elements 40, 401, 41 and 411 are driven with a periodically changing angular velocity. When the web is tubular, a backing tool mounted on a carrier 36 within the tube co-operates with the tool 35. The carrier is held by external rollers 37. In a severing station 48, Fig. 1, the tubing 29 is cut midway between the rows of ventilation holes 45, 46, and the thumb hole notch 47, which has been only partly but by the tool 35, is completed by the severing cut.
