PROBLEM TO BE SOLVED: To provide a vehicle behavior control device capable of improving operation stability of a vehicle.SOLUTION: A tire load calculation part 25 of a controller 21 calculates a tire load rate &eegr;of each wheel. A target tire load rate calculation part 26 calculates a tire load rate average value &eegr;available by averaging the tire load rates &eegr;of respective wheels as a target tire load rate. A target tire grounding load calculation part 27 calculates a target tire grounding load Fzrefof respective wheels so that the tire load rate &eegr;of respective wheels becomes the tire load rate average value &eegr;. A grounding load control part 28 and a suspension control part 29 control thrust of an electromagnetic damper 7of respective wheels with the target tire grounding load Fzrefas a target.
