PROBLEM TO BE SOLVED: To provide a substrate for mounting a light emitting element which is advantageous to improve heat radiation performance etc., and to provide a light emitting device.SOLUTION: A substrate 9 for mounting a light emitting element etc. includes: an insulation base 1 including a flat plate shaped base part 1a having an upper surface including a mounting part 1aa of a light emitting element 4; a pair of electrode pads 2 which are provided on the mounting part 1aa so as to face each other across a center region of the mounting part 1aa; and a protruding body 3 which is provided at the center region of the mounting part 1aa protruding upward from the mounting part 1aa.
