The present invention relates to a base station and to an operation method of the base station. The present invention includes: a connection unit which is connected to a terminal for using communication services; a terminal confirming unit which confirms whether the terminal maintains a connection preparing state to be connected through a different frequency band except for a basic frequency band; and a communication service confirming unit which confirms a kind of the communication service in case the terminal is to maintain the connection preparing state. The present invention reduces unnecessary power consumption of the terminal by releasing the connection preparing state of the terminal according to the kind of the communication services used by the terminal which maintains the connection preparing state (for example, SCell Add state) according to a CA function.
