Provided is a pharmaceutical composition containing, as an active ingredient, a substituted biaryl compound represented by general formula (I) (where R1, W, R2, and Z are each as defined in the claims and the description), or a pharmaceutically acceptable salt thereof. The pharmaceutical composition according to the present invention exhibits a superior anti-inflammatory effect, and is effective as a drug and/or prophylactic against chronic obstructive pulmonary disease.
