A wireless communications system (1) includes a SeGW (50), a femto base station (10), and a macro base station (40). The SeGW (50) is coupled to a higher-level station. The femto base station (10) is coupled to the SeGW (50) through a wired broadband connection (N1). The macro base station (40) is coupled to the SeGW (50) through a dedicated line (N3). The femto base station (10) measures the quality of the wired broadband connection (N1) using first time information and second time information when a mobile station performs a handover from the macro base station (40) to the femto base station (10). The first time information represents the time when data forwarded from the macro base station (40) to the femto base station (10) is transmitted. The second time information represents the time when the data is received.
