PROBLEM TO BE SOLVED: To provide an elastic railway sleeper for a ballast bed containing conventional elastic body of a single physical property capable of preventing ballast settling while ensuring vibration insulation performance and cost saving.SOLUTION: A railway sleeper mat includes a stress relaxation layer and an elastic layer which are integrally formed in a plate-like shape, and a concave portion of concrete is formed in the outer periphery thereof.
